The State Council has decided to support enterprises in strengthening technological transformation from six aspects. At the same time, the central government will allocate 20 billion yuan for technological upgrading mainly through loans and interest discounts. The meeting pointed out that strengthening technological upgrading of enterprises is an important part of the package plan to deal with the international financial crisis and promote steady and rapid economic growth. In the previous stage, relevant departments actively promoted technological upgrading of enterprises in accordance with the central government's plan, and the work progressed smoothly on the whole. The central government's investment in technological upgrading has reached enterprises in succession, which has played a positive role in boosting market and enterprise confidence, expanding domestic demand and promoting industrial upgrading. The meeting emphasized the need to strengthen technological transformation of enterprises, combine it with structural adjustment, transformation of development mode, independent innovation, enterprise reorganization and strengthening enterprise management, and give key support to the six areas according to the plan for industrial adjustment and revitalization.

Third, develop new energy vehicles, support the development of key technologies such as energy conservation, environmental protection and safety, and develop key assembly products to fill the domestic gap. Fourth, we supported the design of integrated circuits and the construction of advanced production lines, the transformation of the new display and color TV industries, the development and production of next-generation mobile communications equipment such as TD-SCDMA, the development of computer research and development capabilities, and the promotion and application of the next generation of the Internet. We supported the accelerated development of software and information services. Fifth, we will vigorously develop key components and components of wind turbines, nuclear power equipment and components. Sixth, we will support the development of multimodal transport, transport facilities and urban and rural logistics. To this end, this year the central government has allocated 20 billion yuan of special funds for technological upgrading mainly through loans at discounted interest rates. After the project is implemented, it is estimated that it will directly drive 460 billion yuan of investment from the whole society.

At the same time, we will make overall plans to provide medical care for retirees of closed or bankrupt collective enterprises, employees of struggling enterprises and other uninsured people in other cities and towns. To this end, the central government has allocated 42.9 billion yuan in new one-time subsidies. The meeting stressed that all regions and relevant departments should strictly implement their responsibilities, strengthen supervision and inspection, and ensure the completion of tasks on schedule. The meeting deliberated and adopted in principle the Draft Regulations on Basic Surveying and Mapping and the Draft Measures for Payment of Remuneration for Broadcasting Sound Recordings by Radio and Television stations. It was decided that the two drafts should be promulgated and put into effect by the State Council after further modification.
